Beijing, January 11, 2024 — The Chinese government has released a comprehensive plan aimed at advancing the construction of Beautiful China, marking a significant step in the country's journey towards ecological civilization and sustainable modernization.

The opinion document, jointly issued by the Central Committee of the Communist Party of China and the State Council on December 27, 2023, underscores the importance of Beautiful China as a crucial goal in building a modern socialist country in an all-around way and an integral part of realizing the Chinese Dream of national rejuvenation.

The objectives include promoting green and low-carbon development, reducing major pollutant emissions, continuously improving ecological environmental quality, optimizing the layout of land and space development and protection, enhancing ecosystem services, significantly improving urban and rural living environments, and effectively safeguarding national ecological security.

By 2035, China aims to form widespread green production and lifestyle patterns, with carbon emissions stabilizing and then declining after peaking. The ecological environment will be fundamentally improved, and a new pattern of land and space development and protection will be fully established. Ecosystem diversity, stability, and sustainability will be significantly enhanced, with a more solid national ecological security and the modernization of ecological environmental governance systems and capabilities basically achieved.

Key strategies include promoting green and low-carbon transformations in all sectors, such as energy, industrials, transportation, urban and rural construction, and agriculture. Comprehensive measures will be implemented to tackle pollution, conserve and restore ecosystems, and address climate change. The plan also emphasizes the development of a modern industrial system supported by the real economy, strategic emerging industries, high-tech industries, green and environmentally friendly industries, and modern service industries.

Efforts will be made to build an ecological environment that supports high-quality development, forming a new pattern of Beautiful China construction oriented towards the modernization of harmonious coexistence between humans and nature. This will lay a solid ecological foundation for the great rejuvenation of the Chinese nation.
